Is it possible to use a VDB 98 in place of a VDB 99?

I think your biggest problem is likely to be the output to the monitors. Do you have original CRT monitors? LCD monitors with or without converter boxes? If your monitors or converter boxes can handle both RGB and VGA input I think it will work.

I have used VDB 93 and 96 with Fenice monitors but I can't guarantee they are identical to yours.
