OK. I have figured out what is wrong, I just dont know how to fix it.. The Moving Deck Scissor Cam is sitting in the wrong place. I need to move it to the left about and inch or so..

A quick check on cam timing can be done by putting the machine at 90 degrees and look for the slash mark on the MD cam to align with the center of the scissor cam follower:

It sounds like you have a broken key on your 1:1.
If this is the case you will have to do a 1:1 rebuild or find a way to get the rake cam hub and scissors cam off the shaft. Either way it's no party.
I have removed the cams once before, but you will need a big gear puller and a BFH some freon and a propane touch to do the job.
the roll pin on the piece to the right, the one that is attached to the scissor latch had broken off, so the thing would rotate entirely.. New roll pin, and problem solved..
